I have yet to see a democracy work in Eve on an alliance level tbh. People squabble too much about trivialities and the drama surrounding the infighting of interest groups trying to lead the alliance in various directions is usually a major turn-off whereas in real life it's the basis for a humane society made up of almost equals.
Freedom of speech and human rights aren't really all that important in an internet spaceship game as there can be no real consequences to your actions, such as "characteristics", vows of silence, political imprisonment or worse.
On the other hand, while there are no consequences to Giving The Finger to The Man, winning IS important in an internet spaceship game and dictatorships do this well because people that don't like their alliance attitude go to alliances that are more suitable for them and that in turn generates a more streamlined membership, or in BoB case a bunch of megalomaniacal sycophants you just must loove to grief
