I don't think this implies too much along those lines. To be honest I believe this is part of getting WAR to where it should have been at retail but Mythic simply ran out of time to add. The next step, developers willing, will be getting the other four cities back into WAR and have them be part of the RvR campaign.
I seriously doubt we'll see any new playable races added until 2010 at the earliest and, for now, it's still way too early to figure out who those races will likely be. Though this does add the, distasteful, possibility of WAR getting two undead playable races. Tomb Kings on one side and Nagash on the other. Way to WoW-ish for my tastes.
While I never played DAoC, all the DAoC'ers I've spoken with were pretty disappointed that a Darkness Falls type of dungeon was not included in WAR at retail.
Overall though the main implication of Call To Arms for me is that Mythic is, or has, recognizing where WAR is deficient and are working hard to fix it.
