Many players find that the “sanctity of leveling” is compromised by this. We’ve already got double experience going for the first sixty levels and if you throw in triple experience then you’ll have something along the lines of six times the original experience players first had to work through a year ago. Not only that, but the ability to summon one another is amazing and can cut down leveling times by leaps and bounds.

This seems to be just to be a big tempest in a teapot. As usual people go off on a big rant only knowing a portion of the information. The amount of people actually making use of this will be small at best and, as you noted, the numbers will drop off even more as the co-leveling starts to stop. I really don't expect to see too many people riding Zhevras.
Is it really true that this is applicable to "household" accounts? For instance if I was to get my daughter her own WoW account would that count as a referral even if it has to be under my name because she is under-age?
I do hope they do this on the Euro realms .. . no news so far!
Yes. I signed my "sister" up for an account so I could get the mount.
With regards to the experience bonuses, here is what I suggest you do:
1. Pick 3 classes you want to level. Two will get to 60 quickly and one will get to 30 without any leveling required (as quickly as they get to 60).
2. Dual-box the 2 classes you want to get to 60 first (I did a shaman on my account and a rogue on my "sister's" account).
3. Do all quests on BOTH characters. Trust me, you will level INSANELY fast.
4. When your new account's character (in my case, the rogue) reaches 60, create the character you want to get to level 30 on the original account.
5. Log in to the new level 1 character on the original account and the level 60 character on the new account. Group them up.
6. Voila! Have the level 60 grant 29 levels to the level 1 and you now have two 60s and a 30.

I'm wondering if Blizz is trying to build a spike in account sales as many players will opt for making a second account to dual-box and power level... Even if the second account drops off after the 60 days you can level a bit with 2 toons and effectively 6x the experience till level 60, unless the 3x exp bonus doesn't stack with the faster exp leveling blizz has incorporated of late...
The other problem is that this will probably drop prices for those power leveling sites and make them more attractive to the lazy players.
Seems to me they're starting to just give away what players used to work for... why have goals any more?
Soon they might just let players start at whatever level they want... just as well... with epic gear and mounts, too... what the heck... lol
The entire expierience bonus is a HORRIBLE idea. This is really just Blizzard saying "We don't care if we have to screw up our game, we can make more money off of this!"

We're all welcome to our opinions, but the factual evidence in this case presents itself that no one really is going to get much out of the bonus. You've got to be around the same level and grouped together to get it. How many friends stick together around the same levels? There is no screwing up the game in this.

Just what I need is a bunch of obnoxious players pressing the space bar to make their zhevra mount make a loud zebra whinny. This aught to make Org/XRoads higher on my avoid during peak hours list.

Oh. I should've read the whole thing. I thought it was a bonus that whoever was listed in the refferal section would get the bonus for... well, ever.
My bad!
