You make some excellent arguments, and the only thing I find somewhat lacking is examples of would-be player characters for the first two, seeing as how you explicitly say that the Skaven would likely not be fit to be a playable race.
mighty fine info! I for one was pleased to read about the Tomb Kings and how the Vamprie Counts are "descendants" of them. I didn't know that until now .
It's too bad we in all likelihood won't see the Tomb Kings and Vampire Counts battle it out, now that we have our two main-dishes; the Good and the Bad against each other with no side-dishes..

[ just a thought: wouldn't it be great if WAR had been a game where alliances (between armies; High Elves and Empire and such) were fluid? I was thinking that sya for two or three months, the Empire, High Elves and Dwarfs are all allies; then they release a patch that change this -the Dwarfs can't stand the High Elves no more and end their alliance; instead joining up with Bretonnia.
since there's about 15 races, and 4 kinds of Chaos "sides" there can be endless combinations. of course, I can see that would be hell to make a great, complete and sensible game out of ]
Tomb Kings vs Vampire Counts would be my supreme pick too, but if is the first expansion that would be a huge shock.

You make some good Skaven points, but their fans are legion ( quite partial to them myself ) so I very much expect they will become playable at some point - they really aren't that berserk compared to Greenskins & Chaos, and their politics is on par with those nutty Dark Elves.
Since they do tunnel absolutely everywhere, they can be paired with any Order race - solving the geographical issues faced by many other theoretical pairings.

Well, I didn't go into detail too much on that point and left it up to folks imaginations, but if I were to chose...
Tomb Kings have tanks and Ranged DPS classes already, in the Tomb guards (I would leave Skeletal Warriors for the Vampire Counts) and the Liches. Now the Liche Priests are considered hero choices in the tabletop game, but they could be made the healer class. I don't really have an idea for Melee DPS based on what's available. I'd possibly Ushabti, but those guys are too tough to be player chars in my mind, so maybe they could do what they did with the DE Disciple class and make something up.
The Vampire Counts are a little bit trickier. Most of their "up close and personal" troops are Skeletons and ghouls, but there is a warrior sect of vampires known as the Blood Dragons an they could be excellent tanks. The Ranged DPS is somewhat taken care of by the Necrarchs, the supreme sorcerers among the vampires and these guys are Necromancers extrordinaire. Now the melee dps could be stretched by using the bestial Strigoi. They were the former masters of Mourkain, but they've degenerated into grave scavengers. However, the pure, raw, strength of the Strigoi make them applicable to massive DPS in short periods of time. The healers would take a flying leap of faith, but I would put the Lahmian sisters of Silver Peak into that role. Normally, this group likes to seduce and manipulate, making them the types that would avoid battle unless necessary, however being descendents of the first vampire, Neferata, they could still hold their own when need be.
Now as far as the Skaven go, Vult is correct that they have a rabid (couldn't help myself) fan base, definitely some distinct classes, and they may very well become a playable race. However, the rat men make the absolute perfect villains for every other race and they could very well be a major behind the scenes NPC player in WAR, making for some extremely interesting storylines. Their lore tends to lead away from massive racial organization, but there is definitely some similarities that could be drawn between the bad areas and other races behaviors too, so it's not impossible. Plus, as I mentioned, Skavenblight would make a fine place to siege.

I admit to only knowing of most of the "other" races in a general sense, with some specifics here and there, so your answer here helped actually clear up some idea behind people simply saying "The Vampire Counts would be awesome!" and statements of similar intentions.
While your points are very valid and have good insight, they already announced what the 2 new racial pairings would be for the first expansion. (Would take me forever to find the exact interview) They said the Skaven would be the new destruction race while Lizardmen fight for the Order.
DAoC was a three sided conflict. With the hordes (pun intended) of Skaven fans out there, an expansion featuring the rat-men could turn the relatively stable two way conflict between Order and Destruction into a three way orgy of death and fur. I honestly think this would be the best move for an expansion. Make the Skaven an entity of their own and you'll find a lot of players migrate to the newest race.

Considering I haven't heard of a definitive statement such as this before, it would be much appreciated if you could find, and provide a link to, the interview that you heard it from.
