For example, in UO you never really knew how advanced someone was until you attacked them. Something the most poorly dressed were the greatest warriors or mages in the game. This always made the person attacking very cautious and less anxious to attack anyone and everyone they came across. In WOW 90% of the time you could always beat someone below your level. This lead to lvl 60 chars simply roaming the land in search of a LvL 50 to destroy.

That simply does not work as it breaks so many other aspects of the game. Like grouping, guild recruiting etc. Besides you could still identify the "level" of a person in UO based on their title. Just did not know if it was 1x GM or 7x GM you were facing, and once you faced them once you had a pretty good idea the next time.
