There is a new test server and each time they need something tested they pick a server going down the line and cycle through them to test the newest content. The server that is picked can play their lvl 60 maxed out chars, all other servers can join but they have to start new chars at lvl 1.
Its kinda weird doing it this way, not letting 90% of the pop test the new stuff...ah well!
