Frankly, I believe he is talking about the raids in the game in general. I can see his point, though I am not sure I agree completely.
DDO raids are pretty much set up that you need several quests prepared to run them, and in some cases, have to collect large numbers of token drops to run them. The Stormreaver Raid a couple of modules ago had that, but generally this is the case for all the raids.
I am not sure how I feel about that, I personally felt that the quests that were not raids were too easy, and the raids were too hard, and the pre-requisites for raids were (since they seemed too hard) adding injury to insult.
Also, the mechanics of the game are a bit off from the rules of the game, nescessarily so, I think, causing very differant stats from the pnp game.
Anyway, I have to guess what the esteemed poster means, but if I guess correctly, that's my view on that sort of thing. Just my 2 cents.
