My friend is a sniper and i'm amazed at how easy it is to take out lvl 33 stalkers at lvl 30. Juggernauts dont stand a chance either. I cant do nothing with my spy but sit back and enjoy the show. he says the same thing about me when it comes to instances and me running the show.
Your description of the various sniper abilities is spot on. Your description of how to become a sniper is a little confusing though as it makes it seem that you get the sniper skills as a ranger. Other than that it look pretty good.
Did I read your description of Crit Wave correctly? That the target needs to be within 25m for it to have effect? Honestly, without having made it to level 30 yet to train to a sniper, I have to say that makes no sense.
I assumed, and therefore could be wrong, that the 25m thing was the radius of the effect that your allies/teammate needed to be in for the Crit Wave to effect them.
If this is correct, what the hell use is Crit Wave then? Seriously, its already quite expensive to use considering it uses 100% of your adrenaline.
Can anyone confirm that point specifically, that Crit Wave only works on targets within 25m?

The description in the first paragraph is what I took from the game. If I miscommunicated crit wave wouldn't affect targets outside of 25m I apologize. It will not benefit your squad mates who are outside of 25m. I think my whole point was in a group environment in order to see the maximum benefit of that ability you'd have to be within that range of your squad which would very likely put creatures much closer than the 80m effectiveness of your Torqueshell rifle.
Brand spanking new to the game and have just gotten over the level 5 mark (go ahead and lob yer Noob bombs now).
I really like that guide RadarX, thank you. What I'm taking away from all of this is that I'm really not going to spend many (if hardly any) points until I hit 30ish so I can throw a lot of points into the last tier - this makes sense in that I want to specialize in Sniping, so get a lot of points into that tier.
Am I reading this right?

Right, but it looks like I want to hold on to most of them for later - eye balling the following distribution:
First 10:
Firearms and Rage - rotate them in point spending until they both get to 5
Next up:
Carpet Bombing (3-5 pnts) and Stealth Body Armor (3-5 pnts) - will have to figure out which to do first
Then Tier 4 (in this order?):
Torqueshell (5)
Shredder Ammo (5)
Called Shot (5)
Target Painting (5)
The question is - is it better to max one out before moving on to the next one (i.e. get Torqueshell up to 5 before moving on?), or get the first rank in a few and then fill them in as levels provide more points?
Am I on to something or smoking crack?

Its a matter of opinion how you want to fill in your points. If you know what you want in the end its hard to gimp yourself in this game. I always get 1 or 2 points into all the skills I want before I pump anything to 5.
