tempest has a large aoe immobilize at like.. lvl 2 or 3. and a single target mez at lvl 13.

Yeah the ToS CC is really strong so far. The AoE one, quicksand, has a nice range and radius so you if you can time it right in CTF while the other team is all running at you together you can give you team a free gankfest.
ToS's single target stun is quick cast and pwoerful, very handy in any situation.
I hear PoM has good CC too. I am unsure of the bear shaman.

CC is a major focus for the Priest of Mitra. It starts out weak in that dept - up to lvl 20, the ToS has more, with the PoM relying on just his aoe repulse for crowd control. Enough to take a little pressure off, but nothing spectacular. Later on, he is supposed to get every kind of CC aside from roots, along with a pair of feats that reduce cool down on many of the spells while upping their duration.

Both PoM and ToS have a range of CC spells in their aresenal as mentioned before.
But PoM will eventually have the upper hand and the most options if it comes to Crowd Control eventually. (knockbacks, stuns, even immunity etc)

If there's anything I'm miffed about, its that PoM actually hasn't got better CC than ToS. I'm happy with how the PoM turned out, but he's not the CC monster I, and a lot of others, expected.
For 30 levels, you have only a knockback for CC. Its on a 15 second timer. Useful, but not the end all. At the same levels, ToS has an area root and a long stun.
PoM gets fear at lvl 30. Its 2 second cast, lasts 4 seconds. Won't say its useless, its not as useful as knockback though.
The blind I'm not calling CC. Its a hit chance debuff, knocks about 5% of your chance to hit when you get it. Handy as a debuff, nothing like CC though. The stun is great. It comes late though - lvl 50 or 55 (can't remember, maybe later.)
The area snare comes right at the end, lvl 75.
The PoM sounded to me like a CC strong class with great healing abilities. Actually its a holy mage with strong AoE, good heals, and a few CC skills thrown in.
Edit: Not that I am complaining about it. The PoM isn't the class I expected, but I do love the class it really is.
ToS can complain too though - they sounded like the best aoe damage class, especially amoung priest. In the end, it turns out PoM is better at that than ToS are.

My level 13 ToS has a 5 second AoE root and a 5 second mezz. 5 seconds is barely worth calling CC.
Perhaps this scales with levels? I didn't play open beta, so this is a pure early access experience.

Yeah those numbers aren't set in stone. Quicksand rank 2 is 6 seconds and I can only assume it will improve further as you level. I suppose Cobra Stare might work the same way but I haven't got rank 2 yet so I dunno.
The lightning tree also gives you a high chance to root when using the charge spell.
I think those expecting the WoWish CC-and-forget thing are going to be deceived. That said, at level 23 I currently have 3 CC on different cooldowns. Granted, they all have a short duration but I guess that's what will separate the noobs from the good players.
All I know is that with those 3 combined, one can pretty much keep a mob or player at bay indefinitely if they time it right.

Early on the problem for ToS is more the short duration and the fact that ToS's CC's are easily broken. The 5s or so that you get is not long, and often CC breaks on first damage, which is a problem since almost all of ToS's damage is from AoE spells, and the bottom tier of feats in the Lightning tree ends up adding AoE to your non-AoE dps. It's still useful to get some range and let the heals top up your health, but mobs close so fast that you gain a second or so of time only... you are going to take the hits while you're doing damage, and ToS is kinda squishy so for any even slightly challenging encounter you need to keep your heals running to stay alive.
Shaman at least gets a repulse and a knockdown which is uninterruptable, spreading out the enemy and allowing you to do damage without taking any in reply. But it's on a chunky cooldown so it's a once-a-fight kinda power, and you end up in the same situation - need to keep the heals running to stay alive.
Luckily mana recovery in this game is very fast, usually you're back to full within 5 seconds of finishing a fight, so loosing the mana is not a big deal as long as you don't run out ;)
